New DX Uninstaller

Some may remember TweakTown found and uploaded a program simply called DX Uninstaller to help assist removal of DX5 to DX8 and revert back to the previous version on Windows 9x for those finding various versions of DX "bad" for their systems. The uninstaller they uploaded only worked, properly, about 80% of the time with DX8 according to reader feedback. So, TweakTown hunted the Internet looking for a newer version and found one (v.13 by ebrink) which works on all versions of DX and uploaded it on their server and made it available for download.
