"When most people speak about Linux, they're referring to the operating system as a whole, along with X Windows and any installed applications. Strictly speaking, however, Linux itself is actually the kernel. The operating system is actually made up of several layers used in conjunction to complete the tasks assigned to the computer by the user. We'll start with the kernel and work our way outwords. Now, an operating system is at the heart of a computer, the kernel is at the heart of the operating system. It is the most important single piece of programming in your system and directly controls the low level functions necessary for your computer hardware and software to work together. Different kernels result in a different makeup of the operating system as a whole. The main difference between the Windows 95/98 OS's and that of the Windows NT/2000 series is in their kernels."
