"Just as an inappropriate tariff structure stifled the adoption of some telephony uses in Europe, so the current tariff structure holds back the proliferation of many U.S. telemetry applications. The telcom industry's subscriber approach to billing is restricting the emergence of Internet-based monitoring and control (telemetry) systems. Much of the United States and the rest of the planet is wired. However, the voice networks do not offer tariff structures specifically designed for telemetry (all data) traffic. Until a decade ago, these networks were used almost exclusively for voice. Naturally, tariff structures were developed to encourage usage of the networks for that original purpose. This means that they are suitable for today's data traffic only occasionally -- and always by accident."
