"The texture compression for example doesn't internally do s3tc, rather allows for extensions to build on its frame work. The cubic mapping and all the texture modes should be regarded as great updates to this API, since their popularity will grow quickly now that most hardware support it (maybe not cubic mapping so much...burns through speed 6 times faster). Dot3 especially since it is a very versatile tool for a developer doing things such as bump mapping and primitive shading, which will most likely become a fallback for developers who write for hardware without pixel and vertex shaders. "
