The Taisol CEP426151A uses a Delta fan that draws 0.33A so it does rotate with a bit of force. Noise levels are low, but there is a slight whine to the fan which could be amplified by the case in some circumstances. Sound Level Measurements:

Listening to the actual noise a heatsink makes allows you to hear what pure numbers alone cannot get across. To further emphasize FrostyTech's reliance on cold hard facts when evaluating a heatsink, we also take Decibel readings with a sound level meter. These results may be higher than the manufacturer's listed specs, but then again these are real world measurements.

It is getting really hard to most manufacturers to out-perform or even match the noise levels that the stock Intel heatsink are capable of. The stock Intel heatsink is pretty damn quiet. The Taisol CEP426151A does manage the task with pretty reasonable levels of noise - just shy of the 50 dB mark, which isn't half bad at all.
